What Is FOC? The Complete Guide to Comic Book Pre-Orders

Ask any comic shop owner what separates collectors who always get the books they want from collectors who are constantly disappointed, and you will get the same one-word answer: pre-orders.

And the word that governs pre-orders is FOC.

What Does FOC Mean?

FOC stands for Final Order Cutoff. It is the deadline by which a comic shop must submit its final order quantity to the distributor for a given issue.

Before FOC, a shop can raise or lower its numbers freely. After FOC passes, the order is locked. The publisher takes the total of every shop's order, prints roughly that many copies, and that is the print run. There is no reorder button.

That single fact explains almost everything about why comic availability works the way it does.

Why FOC Dates Matter So Much to You

Here is the chain of events, in order:

  1. A publisher solicits an issue roughly two to three months before it ships.
  2. Shops place initial estimates.
  3. Buzz builds — a creator announcement, a casting rumour, a viral preview page.
  4. The FOC date arrives. Shops finalise numbers based on customer pre-orders they already have in hand.
  5. The book prints. Whatever was ordered is all that will ever exist in that printing.

Notice step four. Shops order what their customers have already committed to. If you pre-order before FOC, your copy is factored into the order and it is effectively guaranteed. If you wait until release day, you are competing for whatever surplus happens to be on the shelf.

For standard covers on major titles, there is usually surplus. For incentive variants, exclusives and small-press first issues, there very often is not.

What Is an Allocation?

An allocation happens when demand exceeds what the publisher printed. The distributor cuts everyone's order down — a shop that ordered 30 copies might receive 12.

Allocations hit hardest on high ratio incentive variants, hyped first issues and anything caught up in a sudden speculation wave. When you see "allocations may occur" on a listing, that is a shop being honest with you about a real risk.

Pre-ordering early does not make you immune to an allocation, but it does put you at the front of the queue when copies are distributed.

Reading a Comic Pre-Order Listing

Pre-order listings carry a lot of shorthand. Here is how to decode a typical one:

  • CVR A / CVR B / CVR C — which cover it is. A is standard.
  • 1:25 INCV VAR — a retailer incentive variant. See our full variant cover guide.
  • FOC (07/20/26) — the final order cutoff date. Order before this.
  • (MR) — mature readers.
  • (OF 6) — part of a six-issue limited series.
  • CARD STOCK VAR — printed on heavier matte stock.
  • 2ND PTG — a second printing, ordered after the first sold out.

Building a Pull List That Actually Works

A few habits that make pull lists work well:

  • Commit to series, not single issues. Runs are far easier to complete than to repair.
  • Decide your cover policy up front. Always Cover A? Always cardstock? Pick a lane so your shelf stays consistent.
  • Check FOC dates weekly. Most books have a cutoff roughly a month before release.
  • Add limited series early. A six-issue series that catches fire at issue #3 is very hard to backfill.
  • Review it quarterly. Drop what you have stopped enjoying. It is a hobby, not an obligation.
